Shortage of CO2 in South Africa.

This picture (sorry for the poor focus) taken at a shop in Sandton reads:
"The Coca-Cola Bottling System and related industries are currently experiencing a major shortage of CO2. The major supplier of CO2 in South Africa is encountering production problems"

As far as I know one of the major suppliers of CO2 is automobiles. Does this mean they are producing lesser green house gases (lol)?

Apparently Britain had the same problem (Food Production Daily)
